LAGOS STATE EXECUTIVE LEG RETREAT 2016


Lagos State Government
The executives of Lagos Government led by His Excellency, Mr Akinwunmi Ambode, Governor of Lagos State, and Legislature of Lagos State, led by the Speaker, Rt Hon. Mudasiru Ajayi Obasa held a  3 days Interactive Parley at Eko Hotel and Suites, Victoria Island, Lagos from Thursday13th to Saturday, 15th 2016. Also in attendance were members of the National Assembly from Lagos as well as party leaders in the state.

The Theme of the retreat was "GOOD GOVERNANCE IN A RECESSION" with the following objectives:


1. To enshrine the doctrine of inclusive governance in the government of the state.

2. To facilitate synergy between the executive and the legislative arms of government by creative a forum through collaborative engagement.

3. To showcase the position of Lagos State  in good governance index and to deliberate on pragmatic frameworks/strategies

4. To keep the state on the part of development despite the economic recession in the country.

The Lagos State House of Assembly led by the Speaker used the opportunity of the parley to make a formal presentation of the collated report of the Stakeholders' Meetings organised by the Assembly and held simultaneously in the forty constituencies of the State on Oct 5th 2016 to the Governor, Mr. Akinwunmi Ambode,  for executive action. The governor immediately handed the reports to the Commissioner for Budget and Planning.

COMMUNIQUE ISSUED AT THE END OF THE RETREAT
At the end of the Retreat, the participants which included the Lagos State Executives Council, Legislators of & from Lagos State resolved as follows: 

i. To reaffirm the vision of this Administration to make life better and more meaningful for the people of Lagos.

ii. To enshrine the doctrine of Inclusive Governance” in the government of the State and foster collaboration amongst the three arms of government.

iii. To recognise the role of Government as an “enabler” and to create frameworks/strategies to further accelerate the growth of the State's economy.

iv. To collaborate towards ensuring that Lagos is deservedly granted “Special Status” by the Federal Government.

v. To evolve and promote competitive communalism strategy in fostering sustainable economic development of the State.

vi. To promote the doctrine of devolution of power to the grassroots through decentralisation of decision making to Local Government institutions, and commencement of Town Hall meetings by the Local Councils from January, 2017.

vii. To further encourage citizens’ participation and input in the planning, implementation and monitoring in the budgetary process.

viii. To utilise ICT as a tool to drive Government processes and operations more efficiently and effectively.

ix. To encourage Private investors towards accelerating growth in the Tourism and Hospitality sector for sustainable job creation and increased revenue generation.

x. To upgrade the quality of schools – teachers and infrastructure – particularly in the slum areas of the State.

xi. To evolve a robust Youth Policy that will include active Private Sector partnership by January, 2017.

xii. To fast-track the development of a Senior Citizens’ policy for implementation by January, 2017
xiii. To promote the rebranding of Lagos to showcase the changing face of Lagos to the world.

xiv. To ensure growth of the tax base rather than increase in the tax rate(s) in the State.

xv. To promote accelerated improvements in the infrastructure of the State with particular emphasis on integrated transportation system and sustainable Solid Waste Management System by overhauling and rebranding through the Public Private partnership (PPP) model.

xvi. To fast-track the implementation of the recently passed Lagos State Health Insurance Law to provide the necessary financial resources for sustainable development of health infrastructure as well as the promotion of medical tourism in the State.

xvii. To encourage operators of Government to imbibe the culture of good lifestyle and well-being.

xviii. To encourage the Southwest Governors to scale-up on Oodua Investment Initiative to ensure regional integration and development.

CONCLUSION 
Participants acknowledge the historic burden the current economic challenges    Placed on Lagos State. In other to promote good governance, participants resolved to approach the challenges with greater commitment guided by the vision and mission of the Lagos State Government.
